His behaviour on the galaxy map is driven by the Concord's standing agenda and its reputation toward each player, tying the commander layer directly into the faction-dynamics system.

Fleets under Castellan Thorn's command suffer 16% less hull damage while defending a Verdant Concord or allied-held sector and gain +20% to planetary defence structure hit points. When the Concord's moving front is active, his fleets advance into target sectors with +10% fleet power, modelling a living NPC-empire offensive rather than a scripted spawn.
