★ marks the higher rarity. Higher rarity usually means a stronger ceiling, but the right pick depends on the passive and ability below.

Admiral Thorn

legendary Admiral

Admiral Thorn is the Terran Federation's foremost practitioner of coordinated fleet fire — a veteran of thirty years and sixty engagements who pioneered the simultaneous salvo doctrine that has since been adopted, adapted, and unsuccessfully replicated by every other faction's naval command. He does not lead from the front or the rear. He coordinates from the center, maintaining line-of-sight to every ship in the fleet, and the moment the moment is right, everything fires at once.

Passive bonus

All ships in the fleet gain +15% weapon damage when firing in the same combat round as at least three other fleet vessels. Coordinated attack bonuses stack up to four times. Fleet-wide ammunition efficiency improves by 20%, extending sustained engagement capacity.

Ability — Coordinated Salvo180s cooldown

Every ship in the fleet fires simultaneously in a single perfectly synchronized volley, dealing 400% combined damage to the primary target. Secondary targets within range receive 150% damage from the shockwave. Cannot be dodged or partially intercepted.

Castellan Roan Thorn

legendary Admiral

Castellan Roan Thorn is the first commander who exists primarily as the named military actor of a living NPC-empire: the Verdant Concord led by Matriarch Veyla Thorn. He is recruitable by players who reach the Concord's 'allied' reputation tier, but he is also the face the Concord wears when it goes to war — the commander whose fleets enforce the Greenline, support the player's enemies at 'hostile' standing, or reinforce the player's campaigns at 'allied'. His behaviour on the galaxy map is driven by the Concord's standing agenda and its reputation toward each player, tying the commander layer directly into the faction-dynamics system.

Passive bonus

Fleets under Castellan Thorn's command suffer 16% less hull damage while defending a Verdant Concord or allied-held sector and gain +20% to planetary defence structure hit points. When the Concord's moving front is active, his fleets advance into target sectors with +10% fleet power, modelling a living NPC-empire offensive rather than a scripted spawn.

Ability — Greenline Bulwark220s cooldown

For 35 seconds every ship in the fleet gains +40% defence rating and cannot be pushed out of its current sector position; any ally that would retreat is instead anchored and repaired for 15% hull. Reflects the Concord's doctrine of holding ground rather than trading it.

Which Commander Should You Run?

Both commanders share the same rarity, so the decision comes down to their passives and abilities above. Match the Admiral Thorn's or Castellan Roan Thorn's bonus to whatever your fleet currently lacks, and weigh how each is acquired.
