Most historians mark it from the wormhole network activation of 3 March 2387, though the cultural shift it represents — from a galaxy defined by territorial consolidation to one defined by outward exploration — had been building since the Galaxy War I ceasefire made further conventional military expansion politically untenable.

The Expedition Charter, drafted by the Free Traders and formally recognised by the Terran Federation and Solar Empire under duress in February 2387, established the legal framework for the new era: any crew, from any faction or no faction, can claim discovery rights to an unregistered site by registering it with the Nexus Hub Expedition Office within 72 hours of arrival. Discovery rights grant a 60-day exclusive access period during which the crew can excavate, study, and extract portable items without interference. After 60 days, the site enters the contested category and faction claims can be filed.

The practical result has been a gold-rush atmosphere across the newly accessible outer rim sectors. Independent crews — often composed of members from multiple factions who check their allegiances at the airlock — are operating ahead of faction military presence, reaching sites first and registering discoveries at a rate the Nexus Hub office was not designed to process. The major factions fund expedition teams, contract independent salvagers, and run covert operations simultaneously, creating a complex web of incentives and betrayals that mirrors, in miniature, the broader political situation.
